It allows you to edit *.loc files which contain in-game texts. You can use it to customise FIFA to whatever language you want. However, the most important use of all is probably to change those horrid competition names such as the EFA Trophy. You can also use it to change music track info. And it's included with a search function, so just type in the text you want to change, search it, and change it! A very useful utility to use in conjunction with ECP DBI.
